4 W' <br /> _0.4 <br /> City of Tracy Page 4 of 8 <br /> Permit No. <br /> PART II - SPECIAL CONDITION/COMPLIANCE SCHEDULES <br /> 1. If the results of sampling reported in the permit <br /> application for Total Toxic organic (TTO) are below 0.01 <br /> mg/T, (10 ppb) , the Industrial User can develop a solvent <br /> management plan. If the User elects to develop a plan, it <br /> will be developed within 90 days from the effective date of <br /> this permit. The plan will be subm4.tted to the City for <br /> review and approval. Once approved, the Industrial User <br /> must comply with the plan and any reporting requirements <br /> specified by the City. <br /> Z. The Ir.�:ustrial User •shall develop, within 5 months of <br /> the effectsve date of this permit, an accidental spill <br /> prevention plan to eliminate or 'minimize the accidental or <br /> slug discharge of pollutants into the sewer system, which <br /> could have an effect on the City's treatment plant, sludge, <br /> or cause the City to violate its NPDES permit. <br /> 3. The Industrial User shall construct a sampling manhole <br /> within 90 days of the effective date of this permit if <br /> required by the Utilities Director. <br /> 4. In order to meet the wastewater discharge limitations <br /> specified in Part I, the Industrial User will be required to <br /> make in-plant process modifications and install a treatment <br /> facility where required by the City. The agreed to <br /> construction schedule will be adhered to and reports on <br /> progress shall be submitted to the City. <br /> 5. Discharge limitations in Part I are Local ordinance <br /> Limits or Federal Categorical Limits, whichever are the more <br /> stringent. The Industrial User shall monitor on a specified <br /> sampling frequency as required by the City. <br /> S. All categorical industries must reach compliance <br /> regarding pretreatment and effluent quality by the deadlines <br /> set by the County, State and Federal regulatory agencies. <br /> These categorical deadlines might be before any production <br /> can commence for an industrial user. <br /> 7. Failure to pretreat and comply with City, County, State <br /> and Federal deadlines will result in termination of <br /> Industrial Waste Discharges. <br />
