CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER NO. 78-181 <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> CITY OF ESCALON <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region, (here- <br /> after Board) , finds that: <br /> 1. The Board on 19 April 1962 adopted Resolution No. 62-33 which prescribed require- <br /> ments for a discharge from the City of Escalon to the Stanislaus River. <br /> 2. Present waste discharge requirements established by Resolution No. 62-33 are not <br /> adequate nor consistent with present plans and policies of the Board. <br /> 3. The City of Escalon discharges 207,500 gallons per day (9.1 1/sec) of domestic <br /> waste and 282,900 gallons per day (12.4 1/sec) of industrial waste to evapora- <br /> tion and percolation ponds. <br /> 4. The City of Escalon wastewater treatment plant is located on the north bank of <br /> the Stanislaus River about 0.5 miles (0.8 km) downstream from McHenry Avenue <br /> Bridge with surface water drainage to the Stanislaus River. <br /> 5. The beneficial uses of the Stanislaus River are: municipal, agricultural and in- <br /> dustrial supply; recreation; esthetic enjoyment; and preservation and enhance- <br /> ment of fish, wildlife, and other aquatic resources. <br /> 6. The beneficial uses of the groundwater are: irrigation and domestic water supply. <br /> 7. The Board, on 25 July 1975, adopted a Water Quality Control Plan for the Sacra- <br /> mento, San Joaquin Delta Basin. <br /> 8. The Board has notified the discharger and interested agencies and persons of <br /> its intent to prescribe waste discharge requirements for this discharge. <br /> 9. The Board in a public meeting heard and considered all comments pertaining <br /> to the discharge. <br /> 10. This is an existing project as defined in Title 14, California Administrative <br /> Code, Section 15101 and is therefore exempt from the provisions of the Cali- <br /> fornia Environmental Quality Act (Public Resources Code Section 21000 et. seq.) . <br /> IT IS HEREBY ORDERED, that Resolution No. 62-33, be rescinded and the City of Escalon <br /> shall comply with the following: <br /> A. Discharge Prohibitions: <br /> 1. The direct discharge of wastes to surface waters or surface water <br /> drainage courses is prohibited. <br /> 2. Bypass or overflow of untreated or partially treated waste is prohibited. <br />
