Box 248 <br /> Escalon, CA 95320-0248 <br /> QE.R <br /> NOTICE OF UIOLATION, CITY OF ESCALON WASTEWATER TREATMENT PLANT, <br /> ESCAL ON, SAN JOA QUIN COUNTY <br /> In response to odor complaints received by Regional Board staff and verbal confirmation of odor <br /> conditions by you on 14 September 2004, staff has determined the City of Escalon violated Waste <br /> Discharge Requirements (WDRs) Order No. 5-00-142 and Cease and Desist Order(CDO)No. <br /> R5-2003-0124 from approximately 10 September though 12 September 2004. The violations are <br /> described below: <br /> • Discharge Specification B.6 states, "Objectionable odors originating at this facility shall not be <br /> perceivable beyond the limits of the wastewater treatment facility." CDO Item No. 1 restates the <br /> discharge specification odor limitation and requires immediate compliance. <br /> • Standard Provision General Reporting Requirements No. B.1 requires telephone notification of the <br /> Regional Board and a written report within two weeks. The City failed to notify staff when the <br /> odor condition occurred. Please provide written notification by 29 September 2004 that complies <br /> with the Standard Provisions. <br /> The CDO required the City to evaluate the wastewater treatment capacity and maintain wastewater flow <br /> and loading below those levels to prevent overloading and the resulting odors. By 17 November 2004, <br /> the City shall submit a report that describes the final evaluation of cause of the odors and how the odors <br /> will be prevented in the future. As part of the evaluation, the City shall provide the wastewater data <br /> submitted by the industrial dischargers and an analysis of the data trends. This analysis shall include a <br /> comparison of the data to the design assumptions.
