Mike Garello - 2 - 20 September 2002
In operating the wastewater treatment plant, the City of Escalon must consider the potential for
generation of nuisance odors. Discharge Specification B.6 of Waste Discharge Requirements Order
No. 5-00-142, states:
Objectionable odors originating from this facility shall not be perceivable beyond the limits of
the wastewater treatment facility.
In previous years, staff has received numerous odor complaints regarding the treatment plant. Allowing
nuisance odors to be generated through planned operation and maintenance activities could result in the
Regional Board taking enforcement action. Therefore, please resubmit your plan to drain and clean
Pond No. 5 with particular emphasis on controlling odors.
If you have any questions on this information, please telephone Tim O'Brien at (916) 255-3116.
P'A
WENDY WYELS, Chief
Waste Discharge to Land Unit
Lower San Joaquin River Watershed
cc: Mike Huggins, San Joaquin County Environmental Health Department, Stockton
C:\Project Files\Sites\Esc ion\Gare11o092002.dor
