Authorization for the <br /> higher flow limit is contained in Discharge Specification B.2 of Waste Discharge Requirements (WDRs) <br /> Order No. 5-00-142. The WDRs also require documentation that treatment system improvements have <br /> been completed prior to allowing the increase. The wastewater treatment plant improvements were <br /> documented in your 15 August 2000 correspondence; an inspection of the facility was performed on <br /> 29 August 2000. <br /> At the time of my inspection, industrial wastewater was being treated and no offensive odors were noted. <br /> I also observed the additional aerators operating in the industrial treatment ponds, the reconfiguration of <br /> the existing ponds, and the completed excavation of the new evaporation/percolation Ponds No. 22 and <br /> 23. <br /> Because the City has completed the wastewater treatment improvements as described in the Report of <br /> Waste Discharge (RWD) submitted on 29 February 2000, the Wastewater Treatment Facilities <br /> Improvements Preliminary Design Study submitted 30 March 2000, and the Wastewater Treatment <br /> Facilities Improvement and Expansion report submitted 11 April 2000, the requirements of Provision <br /> F.1 have been satisfied, and the flow limit is hereby increased as described in Discharge Specification <br /> B.3. Discharge Specification B.3 states: <br /> Upon approval of the technical report required by Provision F.1,flow rates at the industrial WWTP <br /> may increase as follows: the monthly average dry weather industrial discharge flow to the <br /> industrial WWTP shall not exceed a maximum average daily flow over any 30-day period of 3.4 <br /> mgd, and the total industrial discharge over the processing season shall not exceed 370 million <br /> gallons. <br /> Please note that this flow limit increase is also predicated upon the City's assurances that there will not <br /> be a repeat of the odor problems of July 2000. As stated in the WDRs, the City must prevent nuisance <br /> conditions, including odors.
