Prohibition B.6 of Waste Discharge Requirements Order No. 5-00-142 prohibits the generation <br /> of objectionable odors, as follows: <br /> "Objectionable odors originating at this facility shall not be perceivable beyond the limits of the <br /> wastewater treatment facility. " <br /> In telephone conversations with staff, you stated that the odors were the result of industrial wastewater <br /> ponds becoming anaerobic. A number of reasons for the anaerobic conditions were stated, including the <br /> electrical power outage from the service upgrade and an automobile accident on 29 July 2000, the lack <br /> of wastewater in Pond No. 1 preventing operation of the mechanical aerators, and the pH of the <br /> wastewater delivered to the wastewater plant. <br /> The City shall immediately come into compliance with the WDRs' limits on objectionable odors. <br /> Potential alternatives to accomplish that goal may include limiting or prohibiting industrial wastewater <br /> flow to the treatment plant. By 14 August 2000 the City of Escalon shall provide a written report on the <br /> cause of the objectionable odors, and the procedures implemented to control the odors. The report shall <br /> also include a description of the procedures to prevent the generation of odors in the future. <br /> In the meanwhile, the City shall perform the following monitoring in addition to the regularly scheduled <br /> monitoring described in the Monitoring and Reporting Program. Starting on 4 August 2000, the City <br /> shall collect samples on a daily basis from all the wastewater ponds containing industrial wastewater. <br /> The samples shall be analyzed for the following chemical analyses: five-day biochemical oxygen <br /> demand, pH, total dissolved solids, and dissolved oxygen. The monitoring shall continue until further <br /> direction is received from the Board. <br /> It should be noted that the anticipated request for increased flow limits as specified in WDR Order <br /> 5-00-142 will not be approved until the odors are controlled.
