WASTE DISCHARGE REQUtMEMTS ORDER NO. 5-00-142 -8- <br /> CITY OF ESCALON <br /> ESCALON WASTEWATER TREATMENT FACILITY <br /> SAN JOAQUIN COUNTY <br /> 5. The effluent contained in the industrial evaporation/percolation ponds shall not exceed <br /> the following limits. <br /> Constituent Units Monthly Average <br /> BODS mg/1 150 <br /> 6. Objectionable odors originating at this facility shall not be perceivable beyond the limits <br /> of the wastewater treatment facility. <br /> 7. As a means of discerning compliance with Discharge Specification No. B.6, the <br /> dissolved oxygen content shall not be less than 1.0 mg/1 in any pond at any time, as <br /> measured at a point at as far as practical from the pond inlet and within one foot of the <br /> water surface. <br /> 8. The discharge to conveyance systems, settling basins, ponds, or land disposal areas not <br /> adequately maintained to prevent off-site odor nuisance, fly breeding, or mosquito <br /> breeding is prohibited. <br /> 9. The treatment facilities shall be designed, constructed, operated, and maintained to <br /> prevent inundation or washout due to floods with a 100-year return frequency. <br /> 10. The pond system shall have sufficient capacity to accommodate allowable wastewater . <br /> flow, design seasonal precipitation, seasonal ancillary inflow, and infiltration during the <br /> wet season. Design seasonal precipitation shall be based on total annual precipitation <br /> using a return of 100 years, distributed monthly in accordance with historical rainfall <br /> patterns. <br /> 11. Pond freeboard shall never be less than two feet in any pond as measured vertically from <br /> the water surface to the upper surface of the lowest adjacent dike or levee. <br /> 12. On or about 1 November each year, available pond storage capacity shall at least equal <br /> the volume necessary to comply with Discharge Specifications No. B.10 and B.11. <br /> C. Solids Disposal Requirements: <br /> 1. Collected screenings, sludge, and other solids removed from liquid wastes shall be <br /> disposed of in a manner approved by the Executive Officer, and consistent with <br /> Consolidated Regulations for Treatment, Storage, Processing, or Disposal of Solid <br /> Waste, as set forth in Title 27, CCR, Division 2, Subdivision 1, Section 20005, et seq. <br /> 2. Any proposed change in sludge use or disposal practice from a previously approved <br /> practice shall be reported to the Executive Officer and U.S. Environmental Protection <br /> Agency(EPA) Regional Administrator at least 90 days in advance of the change. <br />
