The following is an itemized list of aboveground petroleum storage act violations that have not been addressed for LODI USD-TRANSPORATIOV as of June 15 , 2020 . Open violations from April 16 , 2019 inspection Violation #301 - Failed to amend Plan as necessary . The two 10 , 000 gallon diesel tanks appear to be permanently manifolded and this is not addressed in the SPCC plan . Amend the SPCC Plan for your facility in accordance with the general requirements in § 112. 7 , and with any specific section of this part applicable to your facility, when there is a change in the facility design , construction , operation , or maintenance that materially affects its potential for a discharge as described in § 112. 1 ( b) . Examples of changes that may require amendment of the Plan include , but are not limited to : commissioning or decommissioning containers ; replacement, reconstruction , or movement of containers ; reconstruction , replacement, or installation of piping systems ; construction or demolition that might alter secondary containment structures ; changes of product or service ; or revision of standard operation or maintenance procedures at a facility. An amendment made under this section must be prepared within six months , and implemented as soon as possible , but not later than six months following preparation of the amendment. Plan should be amended when there is a change to the plan , facility design , construction , operation , or maintenance . Note : Permanently manifolded tanks are tanks that are designed , installed , or operated in such a manner that the multiple containers function as a single storage unit (67 FR 47122 , July 17 , 2002) . Accordingly, the total capacity of manifolded containers is the design capacity standard for the sized secondary containment provisions ( plus freeboard in certain cases) . ❑ This violation was corrected ❑ This violation will be corrected by (date) : ❑ Supporting documents included Describe actions taken or will be taken to correct violation : Violation #621 - Failure to include in the SPCC Plan an adequate description of employee training . Discharge prevention briefings are not scheduled at least once a year, per facility personnel. Discharge prevention briefings for oil handling personnel must be scheduled and conducted at least once a year to assure adequate understanding of the SPCC Plan for that facility. Such briefings must highlight and describe known discharges or failures , malfunctioning components , and any recently developed precautionary measures .
