Turner Road, Lodi , CA 95240 <br /> RE: Proposed Closure Plan for Underground Hazardous Waste Storage Tank <br /> As per our recent telephone conversation regarding this facility's proposal , the <br /> San Joaquin Local Health District Division of Environmental Health requests <br /> that the following concerns be addressed in the closure requirements : <br /> 1 . If the tank (bunker) is closed in place it must be filled with concrete slurry <br /> (inert solid) with written approval of the Lodi Fire Department, and a deed <br /> notation recorded as per CAC Title 23, Chapter 3, Subchapter 16, Sect. 2672 <br /> (c) (4) . <br /> 2. All associated piping must be removed or emptied of all contents and capped at <br /> point of discharge from building. <br /> 3. To determine whether soil and/or groundwater contamination have occurred at <br /> this site, a minimum of three groundwater monitoring wells will be required to <br /> establish the on-site groundwater gradient and obtain necessary samples for <br /> analysis. A monitoring well permit is required from San Joaquin Local Health <br /> District and a work plan must be approved prior to starting this work. <br /> 4. Soil and groundwater samples must be analyzed for the materials previously <br /> stored in the container by the appropriate EPA methodology. Analysis for total <br /> hydrocarbon by EPA 8015 would be required in addition to tests for the solvents <br /> and alcohols noted in previous reports. <br /> Please contact Laurie Cotulla of this department if you have any comments or questions. <br /> Jogi Khanna, M.D. , M.P.H. <br /> District Health Officer <br /> a <br /> C.
