Ms. Bazeley
May 20, 1996
Page 2
DTSC comment: The above two suggestions were made by WZI on
behalf of Lustre-Cal, not DTSC. DTSC believes that the VOC
contamination found in and around Lustre-Cal property has been
caused by spills and direct discharge of hazardous wastes to the
ground and sewer lines by Lustre-Cal facility. DTSC understands .
that Lustre-Cal has recently hired WZI to conduct a sewer
investigation. Although no report documenting WZI' s findings has
been provided or published, however, Mr. Steve Muir of WZI
indicated in the April 23 and May 14, 1996 meetings with DTSC
that, the speculation that VOC-bearing liquids have been
transported through sewer lines from offsite sources appears
unwarranted.
DTSC requires that the above statements be corrected.
3 . Page 4 . Section 3 . 1 . "Soil Borings" . WZI states that the
proposed soil boring locations shown on Exhibit 1 are 1) in the
northern portion of the site in Area "D" ; 2) adjacent to the LNC
office building in Area "B" ; and 3) to the south of the LNC
property where a TCE soil gas anomaly was identified by DTSC.
DTSC comment:
(1) The locations of the first two soil borings shown on
Exhibit 1 are not consistent with the above descriptions .
Exhibit 1 shows that, no soil boring is being proposed in Area
"D" , and that the second boring is located in Area "A" , not "B" .
(2) The third soil boring is of low priority. It can be
eliminated if you so desire.
Please notify DTSC of the field sampling date seven (7) days
in advance. If you have any questions, please call me
at (916) 323-3372 or Mr. Jerry Marcotte at (916) 322-9224
Sincerely,
,c '✓
Jean Young
Hazardous Substances Engineer
Site Mitigation Program
