JUN 01 2007 <br /> Consulting Geologist & Geophysicist ENVIRONMENT HEALTH <br /> PO Box 152 <br /> Woodbridge, CA 95258 PERMIT/SERVICES <br /> REQUIRED INFORMATION FOR OFFSITE DISPOSAL OF PETROLEUM HYDROCARBON <br /> CONTAMINANTED SOIL FROM THE LUSTRE CAL NAMEPLATE CORPORATION, 110 <br /> EAST TURNER ROAD, LODI, SANJOAQUIN COUNTY <br /> Mr. Muir, <br /> In response to your May 2007 request, staff of the Central Valley Regional Water Quality <br /> Control Board (Regional Water Board) provides the following on required information to <br /> conduct offsite disposal of approximately 25 cubic yards of petroleum hydrocarbon <br /> contaminated soils that resulted from the closure of a former underground storage tank (UST). <br /> Your original letter concerning this matter on behalf of the Lustre Cal Nameplate Corporation <br /> (LNC) in Lodi was dated February 24, 2006, and our response was dated April 20, 2006. <br /> Originally, you had planned to dispose of the soil at Forward Landfill in Stockton. Since 2006, <br /> Forward Landfill has stopped accepting this type of contaminated soil, and it must now be <br /> taken to a Class I hazardous waste disposal facility. In your February 2006 report, the most <br /> recent analytical results of soil samples from the stockpile indicated that concentrations of <br /> Total Petroleum Hydrocarbons as Motor Oil (TPH-m), and TPH as Diesel (TPH-d) detected <br /> were below 10,000 mg/kg. The results for TPH-m ranged from 140 to 2,000 mg/kg, for TPH-d <br /> ranged from 42 to 570 mg/kg, for TRPH ranged from 290 to 790 mg/kg. Concentrations of <br /> CAM-17 metals detected were below the Total Threshold Limit Concentration (TTLC). On <br /> behalf of LNC, you concluded that the soil pile did not contain hazardous waste. <br /> Staff concurs with your request to transport the soil to a hazardous waste disposal facility. <br /> After the soil pile has been transported, please provide verification of the removal to the <br /> Regional Water Board in the form of a brief letter report. The report should include but not be <br /> limited to <br /> Photo verification that the liner underneath the pile was still intake and preventing any <br /> potential leaching of metals to underlying soils. <br /> Copies of all current analytical results for TPH-m, TPH-d, TRPH, and Cam-17 metals <br /> that were used to provide documentation to the facility on the contents of the soil <br /> disposed. <br /> California Environmental Protection Agency <br /> pia Recycled Paper <br />
