The letter report is dated February 24, 2006 and was received by the CV <br /> Regional Board on February 28, 2006. You have prepared the report on behalf of the Lustre <br /> Cal Nameplate Corporation (LNC). <br /> The purpose of this report is to request offsite disposal of approximately 25 cubic yards of <br /> petroleum hydrocarbon contaminated soil that resulted in from the closure of a former <br /> underground storage tank (UST) at the Site. The most recent analytical results of soil samples <br /> from the stockpile indicate that concentrations of Total Petroleum Hydrocarbons as Motor Oil <br /> (TPH-m), and TPH as Diesel (TPH-d) detected are below 10,000 mg/kg. Concentrations of <br /> CAM-17 metals detected are below the Total Threshold Limit Concentration (TTLC). <br /> Therefore, LNC proposed that the soil pile is not a hazardous waste, and requests approval to <br /> have the soil transported to the Allied Waste Facility (Forward Landfill) located in Stockton. <br /> The former 10,000 gallon concrete UST was a bulk oil storage structure used by a former <br /> winery from about 1910 to 1950 to store heating oil for the burners. In 1993, the tank was <br /> removed under the regulatory oversight of the San Joaquin County Public Health System <br /> Environmental Health Division. During the removal, approximately 25 cubic yards of <br /> hydrocarbon impacted soil was excavated, stockpiled, sampled, and analyzed for TPH-m, <br /> TPH-d. Additional sampling and analysis was conducted more recently in 2002 and 2006 for <br /> TPH-m, TPH-d, as well as Total Recoverable Petroleum Hydrocarbons (TRPH) and CAM-17 <br /> metals. The results for TPH-m ranged from 140 to 2,000 mg/kg, for TPH-d ranged from 42 to <br /> 570 mg/kg, for TRPH ranged from 290 to 790, and for CAM-17 metals all were detected below <br /> the TTLC. <br /> Staff concurs with your proposal that the soil pile does not appear to represent a hazardous <br /> waste, and with your request for approval to transport the soil to Forward Landfill in Stockton. <br /> California Environmental Protection Agency <br />
