1.0 EXECUTIVE SUMMARY <br /> The Lustre-Cal Nameplate Corp. (LNC)site is located at 110 East Turner Road within the northern <br /> portion of the City of Lodi. The site has been the focus of subsurface investigations of past releases <br /> of chlorinated volatile organic compounds(VOCs)reportedly related to past LNC operations on the <br /> site. Documented past releases are mainly related to surface discharge and/or storage of VOCs at <br /> the LNC site. Technical investigations conducted since 1996 have confirmed the presence of VOCs <br /> in soil and underlying the first groundwater zone at the site to a depth of at least 50 feet below <br /> ground surface (bgs). Recent investigations conducted by Geomatrix Consultants, Inc. <br /> (Geomatrix) during late 2005 and 2006 at the LNC site have indicated the continued presence of <br /> VOCs in the shallow subsurface at concentrations that likely impact underlying local groundwater <br /> quality. <br /> The site is under the regulatory oversight of the California Regional Water Quality Control Board- <br /> Cental Valley Region(RWQCB). The RWQCB has directed that additional site investigative work <br /> be conducted to determine the vertical and horizontal extent of VOCs in the vadose zone. The <br /> RWQCB has also directed that underlying groundwater samples from the first water bearing zone <br /> be collected and analyzed for possible VOC impact. <br /> This workplan describes the proposed scope of work for the subsurface soil gas and limited <br /> groundwater investigation of the LNC site that has been directed to be conducted by the RWQCB. <br /> The current scope of work is divided into six separate tasks. These tasks include: <br /> (1) Regulatory agency permitting for soil borings and groundwater monitoring well(s). <br /> (2) Subsurface investigation by exploratory drilling which will supplement and corroborate past <br /> investigative findings and will also include soil vapor sample collection from depths ranging from <br /> 25 to 60 feet bgs.
