3.0 SITE BACKGROUND <br /> During June 1989, tetrachloroethyene (PCE)was reportedly detected in water samples collected <br /> from the then new City of Lodi water supply storage tank. Subsequent analysis of groundwater <br /> samples from City of Lodi operated wells supplying that tank indicated the presence of PCE and <br /> trichioroethylene (TCE). Water samples from City of Lodi Well#3 reportedly contained TCE <br /> and PCE at concentrations exceeding California Maximum Contaminant Levels (MCLs) for <br /> drinking water. Water samples from City of Lodi Well #4 reportedly contained TCE at <br /> concentrations exceeding established MCLs (5 micrograms per liter(µg/1), and City of Lodi <br /> Wells #2 and #24 reportedly contained TCE at concentrations below the established MCL. As a <br /> result of these findings, during 1989 and subsequent years, the California Regional Water <br /> Quality Control Board Central Valley Region (RWQCB) and California Environmental <br /> Protection Agency, Department of Toxic Substance Control (DTSC) began a series of sanitary <br /> sewer and soil gas investigations to identify and evaluate potential sources of VOCs in soil and <br /> groundwater within the northern portion of the city of Lodi. <br /> 3.1 Site Location <br /> The LNC site is located at 110 East Turner Road within the northern portion of the city of Lodi <br /> (Figure 3). The site is located at an average elevation of approximately 50 to 60 above feet mean <br /> sea level. Figure 4 is a topographic map of the LNC site.
