WZI INC 1. INTRODUCTION Shallow hydrocarbon and chlorinated hydrocarbon impacted sod was discovered during a preliminary site characterization investigation (The Mark Group (TMG), 1992) at the Lustre-Cal Nameplate Corporation (LCN) Lodi Facility (Exhibits 1 and 2) Under the direction of the California Department of Health Services, Department of Toxic Substance Control (DTSC) four areas on the site (A, B, C, and D) and the concrete tank area (Exhibit I 2) were investigated The only areas with any identified hydrocarbon and chlorinated hydrocarbon impacted sod were site A, D and the concrete tank area Low to moderate concentrations of Total Petroleum Hydrocarbons as diesel (TPH-D), gasoline (TPH-G), and oil and grease (O&G) (Analytical results included in Appendix l) related to an uncontrolled hydrocarbon compound release from a concrete underground storage tank were determined to be present in the subsurface (TMG, 1992) to a maximum depth of 30 feet Almost all of the . hydrocarbon compound impacted soil was found immediately adjacent to the concrete tank and no deeper than 15 to 20 feet In addition, trace amounts of chlorinated hydrocarbon compounds such as 1,1,1 trichloroethane and trichloroethene were present (TMG, 1992, WZI, 1993) Subsequent to the 1992 investigation, oversight for the Lustre-Cal site was transferred to San Joaquin County for completion of soil site assessment related to hydrocarbon compound impact related to the concrete tank and closure of the tank The results of the TMG (1992) investigation indicated that additional site characterization of hydrocarbon contamination impact at sites A, D, and the concrete underground storage tank were necessary Additional subsurface geologic and analytical data (Appendix ll) were acquired by WZI during July and August 1993 (Exhibits 3 and 4) and a report was submitted to San Joaquin County Local Health District (SJCLHD) during September, 1993 (WZI, 1993) Is Page 1
