VZ1 INC <br /> ' 10 INTRODUCTION <br /> ' Volatile organic compounds (VOC's) including trichloroethene (TCE), tetrachloroethane <br /> ' (PCE), and 1,1,1-trichloroethane (TCA) have been detected in groundwater and soil vapor <br /> on and immediately adjacent to the Lustre-Cal Nameplate Corporation (LNC) facility <br /> ' located at 110 East Turner Road in the City of Lodi As a result of investigations by the <br /> California Regional Water Quality Control Board-Central Valley Region ("RWQCB") and <br /> the California Environmental Protection Agency Department of Toxic Substances Control <br /> 9 Y p <br /> (DTSC), soil gas drive-point sampling conducted under the direction of DTSC has <br /> ' indicated the presence of TCE, PCE, and TCA compounds at two locations on the LNC <br /> property (URS Consultants, 1994) <br /> One area is located immediately adjacent to a former concrete underground fuel storage <br /> tank that was used approximately 30 years ago to store bunker oil More recently, this <br /> concrete tank may have stored process waste in the form of solvent liquids for short <br /> periods of time in the 1980's This tank is currently undergoing site assessment and <br /> ' remediation under the regulatory oversight of the San Joaquin County Public Health <br /> Services Environmental Health Department (San Joaquin County Environmental Health) <br /> ' The former tank has been removed and soil containing hydrocarbons immediately adjacent <br /> to it has been excavated and placed on a soil remediation pad where it is awaiting <br /> ' approval for onsite landfarming This former tank area has been identified as the "Tank <br /> Area by DTSC staff A second area where TICE, PCE, and TCA compounds have been <br /> ' detected in the soil is located in the northern portion of the LNC parking lot, identified <br /> previously as Area D by DTSC staff <br /> Previous investigations conducted by the California Department of Health Services, the <br /> ' predecessor to the DTSC agency, have also indicated the presence of three other areas <br /> of known past discharge or potential discharge of VOC's into the subsurface at the LNC <br /> ' facility These areas have been identified as Areas A, B, and C DTSC staff have stated <br /> 12270020 025 1 <br />
