During a meeting with your consultants in January,
staff learned that Lockeford CSD plans to request revised WDRs in the near future. As
discussed at that meeting, the existing monitoring program is insufficient to characterize the
facility wastewater and to determine if the wastewater discharge has resulted in groundwater
quality degradation. Therefore, staff prepared a revised Monitoring and Reporting Program
(MRP). The draft revised MRP was transmitted to you on 21 February 2006. We received the
comments provided in the 31 March 2006 Comments to Draft Revised MRP, prepared by
Ecologic Engineering and revised the draft MRP.
Enclosed is the final Revised MRP; it replaces the MRPs from both orders listed above.
Please note that this is effective immediately; therefore, your May 2006 wastewater sampling
should conform to the requirements of the revised MRP. Please contact Tim O'Brien at
(916) 464-4616 if you have any questions regarding the revised MRP or the WDR update
process.
MARK .
