Box 2 <br /> Lockeford, California 95237-002 <br /> DRAFT REVISED MONITORING AND REPORTING PROGRAM NOs. 90-312 AND 90-313 AND <br /> GROUNDWATER MONITORING WELL INSTALLATION REQ UEST, CITY OFLOCKEFORD <br /> WASTEWATER TREATMENT FACILITY, SAN JOA QUIN COUNTY <br /> Regional Board staff met with the City of Lockeford's consultants and the residential developer's <br /> consultants on 5 January 2006 to discuss the proposed expansion of the wastewater treatment system. <br /> During the meeting it was observed that the existing Monitoring and Reporting Program (MRP) is <br /> inadequate to characterize wastewater quality and that the groundwater monitoring network needs to be <br /> expanded to allow evaluation of the wastewater disposal alternatives. Because there are two orders for <br /> the existing discharge (Waste Discharge Requirements Order No. 90-312 and Wastewater Reclamation <br /> Requirements Order No. 90-313)the draft revised MRP consolidates the monitoring requirements for <br /> both orders. By 28 February 2006 please submit comments on the Draft MRP. <br /> The locations of the wells at the existing wastewater ponds are insufficient to allow evaluation of <br /> groundwater quality downgradient of the ponds. In addition, there are no wells at the off-site wastewater <br /> storage pond or land application area. Adequate groundwater monitoring is important for staff to <br /> determine if the use of percolation ponds or application of wastewater has degraded groundwater quality. <br /> By 31 March 2006 please submit a Groundwater Monitoring Well Installation Workplan. The <br /> Workplan shall be consistent with the requirements presented in the attached guidance document, <br /> Requirements for Monitoring Well Installation Workplans and Monitoring Well Installation Reports. <br /> When the Draft MRP is finalized it will be signed by the Executive Officer and will replace your <br /> existing MRP.
