Because there are two orders for
the existing discharge (Waste Discharge Requirements Order No. 90-312 and Wastewater Reclamation
Requirements Order No. 90-313)the draft revised MRP consolidates the monitoring requirements for
both orders. By 28 February 2006 please submit comments on the Draft MRP.
The locations of the wells at the existing wastewater ponds are insufficient to allow evaluation of
groundwater quality downgradient of the ponds. In addition, there are no wells at the off-site wastewater
storage pond or land application area. Adequate groundwater monitoring is important for staff to
determine if the use of percolation ponds or application of wastewater has degraded groundwater quality.
By 31 March 2006 please submit a Groundwater Monitoring Well Installation Workplan. The
Workplan shall be consistent with the requirements presented in the attached guidance document,
Requirements for Monitoring Well Installation Workplans and Monitoring Well Installation Reports.
When the Draft MRP is finalized it will be signed by the Executive Officer and will replace your
existing MRP. Please telephone me at(916) 464-4732 or Tim O'Brien at (916) 464-4616 if you have
any questions regarding this revised MRP.
MA LIST, P.G.
