Contact the City of Lathrop-Manteca Fire Department and the San Joaquin Valley Air <br /> Pollution Control District for applicable permits. <br /> 2. Contact Thuy Tran, REHS at (209) 468-8257 for the following inspections: <br /> a. Delivery and setting of tanks: pre-installation testing per manufacturer's guidelines and <br /> hydrostatic test of the secondary containment collar. <br /> b. Visual inspection of piping to insure proper slope prior to backfill. <br /> c. 24-hour hydrostatic test (or equivalent) on all piping, UDCs, and sumps. <br /> d. Primary piping soap test: One hour pneumatic pressure test at 110% of operating <br /> pressure, or 40 psi, whichever is greater on all piping including product piping, vapor <br /> recovery and vent line. <br /> e. Secondary piping soap test: One hour pressure test per manufacturer's guidelines. If <br /> there are no manufacturer's guidelines, test shall be performed using an applicable <br /> method specified in an industry code or engineering standard on call piping including <br /> product piping, vapor recovery and vent line. <br /> f. Leak detector test: Leak detector must be tested to confirm that the device can detect a <br /> leak of 3 gallons per hour at 10 psi. <br /> g. Spill bucket test: Verify minimum 5-gallon capacity and pass a one hour hydrostatic test <br /> (or equivalent). Proper drainage must also be verified. <br /> h. Sensor functionality: Functionality of the monitoring system must be verified to ensure <br /> that monitoring meets the requirements of Title 23 California Code of Regulations and <br /> the Health & Safety Code. Prior to receiving fuel, a complete functional test of tank and <br /> piping monitoring system(s) and demonstration of positive shut down (if applicable). <br /> i. Overfill prevention verification: Prior to receiving fuel, verify that external audio and <br /> visual alarm activates when tank is 90% full. <br />
