t r <br /> INTRODUCTION <br /> The preparer of this report first visited the site o-n March <br /> 14, 1990, at which time the tanks had been excavated and <br /> moved, the fuel transfer lines uncovered and the dispensing <br /> pumps removed, the bases torn out and all required sampling <br /> and testing for contaminants done. Inasmuch as some of the <br /> sarrnles were contaminated, operations were shut down until <br /> such time as this report could be prepared; which assesses <br /> work done and proposes new work that will enable a complete <br /> contamination assessment to be made . <br /> Data presented herein is intended to fulfill the requir- <br /> ments of both the DHS Preliminary Report Format and the Tri- <br /> Regional soil Contamination Work Plan. A Soil Remediation <br /> Proposal is not included. <br /> HISTORY OF SITE ACTIVITY <br /> The site was leased to Pete Smith, Jobber Shell Products, on <br /> January 6, 1975 (Attachmen`'. # 1) , and tanks, loading racks, <br /> transfer lines and dispensing pumps were installed shortly <br /> thereafter. .The exact dates of construction were not <br /> available to the writer. Four underground tanks were <br /> installed; three, 12,007 gal . , regular fuel tanks with <br /> piping and metered dispenser (Attachment 2) , and one 5,000 <br /> gallon tank with the same connections (as was subsequencly <br /> revealed when excavating) . The initial inspection of the <br /> then abandoned site, as of March 7, 1988, stated that other <br /> tanks might be located on site. This did not prove to be the <br /> case. Permanent-, closure of these tanks was demanded by the <br /> San Joaquin Local Health Distrl.:t (now the DHS) ; if they <br /> were not to be closed, then they had to be tested and <br /> brought up to standards for operation of underground storage <br /> tanks. <br /> After consideration of alternatives, the Port of Stock-ton <br /> retained Jim Thorpe Oil, Inc:. to remove the tanks and take <br /> appropriate actions for site inspection and closure. <br /> On May 5, 1969, the Local Health District approved the Jin <br /> Thorpe Oil Co. plan (dated April 20, 1989) for tank re- <br /> moval and excavation and testing of the site for possible <br /> contamination (Attachment 3) . A site diagram is given in <br /> this application; the tanks to be removed are numbered 364 , <br /> 365, 366 and 367. A lO,000 gallon, above-ground diesel tank <br /> iE also shown. The testing protocol of San Joaquin County <br /> was specified; that is, 3 samples were to be taker, under <br /> each tank of 10,000 gals. plus size and one per 20 lineal <br /> ft. of pipeline. Tests for TPH-G, GCFID 5030 prep. ,and BTXE <br /> (6020) were specified for all samples; also DHS method TEL <br /> and EDB tests were specified for two of the tanks that hat'. <br /> contained leaded aasaline. <br /> 2 ; <br />
