r <br /> LE <br /> ` INTrL ,L SUBSURFACE INVESTIGATION FOR <br /> PETROLEUM HYDROCARBONS <br /> r. <br /> SITE NO. 1 (SITE CODE 1282) <br /> PORT OF STOCKTON <br /> Near Port Roads B and 2 <br /> Stockton, San Joaquin County, California <br /> 1.0 INTRODUCTION <br /> This report has been prepared by Boyajian & Ross, Inc. (B&R) at the request of Mr. Jay <br /> Jahangiri, Director of Environmental and Regulatory Affairs of the Port of Stockton (Port). <br /> �. The report presents activities and findings of soil and groundwater sampling near a former <br /> underground storage tank (UST) located near Port Roads B and 2 (Figure 1). The sampling <br /> was conducted in general accordance with the "Work Plan for Initial Subsurface Investigation <br /> L" of Petroleum Hydrocarbons," dated June 30, 1998, and a Work Plan Addendum dated July 15, <br /> 1998 (hereafter collectively referred to as the "Work Plan"). The Work Plan was approved <br /> by San Joaquin County Public Health Service, Environmental Health Division (PHS/EHD) on <br /> July 15, 1998. A boring permit was approved by PHSIEHD on July 28, 1998. <br /> The Port removed a UST at this site on April 28, 1993. Analyses of a soil sample collected <br /> from beneath the tank indicated detectable levels of petroleum hydrocarbon compounds(PHCs). <br /> Based on these findings, a "Notice of Responsibility" was issued to the Port by PHS/EHD on <br /> LM January 15, 1998. The letter accompanying the Notice requested a work plan for investigation <br /> of the lateral and vertical extent of contamination at the site. The purpose of this report is to <br /> present the results of the investigation and to comply with the requirements of the "Notice of <br /> Responsibility." The report reviews the background and project history at the site, summarizes <br /> the activities and findings of the soil and groundwater sampling, and provides recommendations <br /> S10 on the closure of the site with no further investigation and/or remedial action necessary. <br /> 2.0 SITE BACKGROUND <br /> �. The following sections present the site description and summarize previous characterization <br /> work at the site.
