The report documents <br /> confirmation samples collected during the closure of the former lime ponds. We have the following <br /> comments concerning this report: <br /> 1. The report as written addresses only the results of confirmation samples collected during closure <br /> of the lime ponds. A final closure report for the lime ponds must be submitted. At a minimum a <br /> final closure report must address the following items: <br /> a. Document how the ponds were closed: the amount of lime waste removed, the final <br /> grading plan for the lime pond area, compaction of the fill material, and a permeability <br /> test of the final cover. <br /> b. Document the fate of the lime waste: describe the mixing process, where and how the mix <br /> was used, grading plan for the areas where the mix was used as fill, compaction tests of <br /> the mixed soil, a permeability test of the in-place mixed soil, average depth of mixed soil <br /> fill, maximum depth of mixed soil fill, and estimated depth to water for the areas where <br /> the mixed soil was placed. <br /> c. Briefly demonstrate that using the mixed soil improves soil conditions (show that the . <br /> lime waste has been used as a amendment to improve the soil). <br /> d. Demonstrate that the soil mix is not a threat to water quality by using models such as the <br /> Designated Level Methodology. (Note: estimate an attenuation factor based on the date <br /> provided to satisify part Lb. above.) <br /> 2. The report as written indicates that the ponds were not clean closed. When comparing the 23 <br /> lime pond soil samples to background water quality, 7 exceeded background for barium, 3 <br /> exceeded background for sulfate and 19 exceeded background for pH. If it is impossible to clean <br /> close the ponds, a demonstration that the remaining contamination is not a threat to water quality <br /> must be made.
