We have the following comments: <br /> 1. The report presents the results of confirmation samples collected to support closure of the spent <br /> lime ponds. The report is not a complete final closure report as required by Waste Discharge <br /> Requirements Order# 97-204, and as requested in staff's letters of 14 November 2000 and <br /> 30 August 2001. A final closure report must at a minimum contain the following: <br /> a. Document how the ponds were closed. This should include the amount of lime waste <br /> removed(estimated cubic yards), the final grading plan for the lime pond area, the source <br /> of clean fill for the pond area, compaction testing done on the clean fill, and a <br /> permeability test of the final cover. Monitoring and Reporting Program # 97-204 for this <br /> facility requires that: the Discharger shall monitor all spent wastes removed from the <br /> lime ponds on a weekly basis. Also, the approved closure plan commits to weekly <br /> monitoring of lime removal. Lime waste removal data should be attached to the final <br /> closure report or alternatively a statement that monitoring was not done, and that closure <br /> was not completed in compliance with the Monitoring and Reporting Program and the <br /> approved closure plan. <br /> b. Document the mixing of lime waste with soil and its re-use as a soil-lime engineered fill. <br /> This should describe the mixing process, where and how the mix was used, a map <br /> showing areas where the soil-lime fill was placed, the results of compaction testing(to at <br /> least 90% compaction as proposed in the approved closure plan), depth of fill and <br /> estimated depth to water for areas where the mixed soil/lime waste was placed. If no <br /> compaction data was collected,the report should address in some detail if removal, re- <br /> placement and re-compaction of the soil/lime mix is necessary to protect water quality.
