CENTRAL VALLE04EGIONAL WATER QUALITY IONTROL BOARD <br /> INSPECTION REPORZL'. <br /> DATE: 23 June 2000 <br /> FACILITY: Spreckels Manteca <br /> DISCHARGER: Atherton-Kirk Development. <br /> LOCATION & COUNTY: 18800 Spreckels Rd., San Joaquin County <br /> CONTACT(S): Bing Kirk and Mike Atherton <br /> INSPECTION DATE: 21 June 2000 -- <br /> INSPECTED BY: Ross Atkinson <br /> ACCOMPANIED BY: Mike Atherton,Bing Kirk and Tony Martin (Meinfelder) <br /> SUMMARY: The spent lime has been removed and used onsite. The lime ponds are in the process of being <br /> closed and a closure report is being prepared. Repairs to damaged monitoring wells are ongoing. <br /> Background: The facility is a closed sugar refinery. The site contained surface impoundments for <br /> wastewater, beet wash water, and spent lime (lime ponds). Groundwater beneath the site is impacted by <br /> elevated concentrations of TDS, bicarbonate and chloride. The lime ponds are the source of these <br /> impacts. The refinery buildings and foundations have been removed, the materials recycled and the <br /> surface impoundments have been filled in and covered. The site is undergoing redevelopment. <br /> Waste Discharge Requirements Order No. 97-204 require that spent lime be removed, the lime ponds <br /> closed, and submittal of a final closure report by 15 October 1999. The discharger reports that removal of . <br /> the lime and closure of the ponds has been delayed by adverse weather conditions. <br /> OBSERVATIONS AND COMMENTS: The spent lime has been removed from the ponds, and used on site as <br /> a soil amendment in compliance with the approved work plan. Final conformation samples have been <br /> collected and the lime pond area has been covered with native soil and graded. Redevelopment plans for <br /> the lime pond area include covering most of the area with buildings and asphalt paving, to further reduce <br /> rainwater infiltration. Mr. Tony Martin of Kleinfelder Inc. reports that they are working on a final closure <br /> report. <br /> Grading operations have damaged some of the monitoring wells. The dischargers report that all of the <br /> wells have been found, are open, and most of the damage has been repaired. <br /> The facility has been out of compliance with their WDRs for failure to submit reports. The discharger has <br /> been informed of the problem and they have agreed to resume monitoring and to submit the missing <br /> reports. They have done a good job removing the lime waste and closing the lime pond area. <br /> A roved: _ _�=�- <br />
