The report was required by the facility's Waste Discharge <br /> Requirements Order No. 96-115 (WDRs)for closure of the site. The Twinning report presents the <br /> analytical results for 12 samples collected at the site. Four samples were collected from north and south <br /> detention ponds, five from background locations and three from compost storage areas. These sample <br /> locations were approved in my 16 October 1998 letter to you. <br /> The Twinning report concludes that most of the constituents analyzed in the compost storage areas are <br /> similar to background values. One storage area sample significantly exceeded background values for <br /> chloride and sulfate. The total concentrations in this sample were 120 mg/kg of chloride and 260 mg/kg <br /> of sulfate. These values,however, do not exceed our typical designated levels for these constituents. <br /> Based on the Twinning report and previous analytical data,I conclude that composting operations did <br /> not significantly impact underlying soils. <br /> The facility's WDRs require that all wastes, natural geologic materials contaminated by wastes, and <br /> surplus or unprocessed composting materials be completely removed from the site when composting <br /> operations have ceased. Grover Landscaping Services has met this requirement. Therefore, I will <br /> recommend to the Board that the WDRs be rescinded. <br /> If you have any questions,please call me at(916) 255-3131. <br /> STEVE E.
