California Rgional Water Quality 161ontrol Board
Central Valley Region
Peter M.Rooney Sacramento Main Office Ed J.Schnabel
Secretaryfor Intemet Address: http://w .swreb.mgov/—mgcb5 Chair
Emironmental 3443 Routier Road,Suite A,Sacramento,California 95827.3003
Protection Phone(916)255-3000•FAX(916)255-3015
30 October 1998
Mr. Tony Martin
Kleinfelder, Inc.
2825 East Myrtle Street
Stockton, CA 95205
SPRECKELS MANTECA, SAN JOAQUIN COUNTY(Case No. 860)
I have reviewed the Proposed Evaluation Monitoring Workplan submitted in response to the facility's
Waste Discharge Requirements(WDRs) Order No. 97-204. I have also reviewed the 4 August 1998
letter regarding relocation of monitoring well MW-6.
The Proposed Evaluation Monitoring Workplan recommends construction of three wells to a depth of
approximately 35 feet. The wells will be installed to the west, northwest and north of the lime ponds,
between 900 and 1,200 feet away from the northwest corner of the ponds. The proposed analytes are
those required by the WDRs.
The existing well MW-6 is about 2,200 feet northwest from the ponds. It will be abandoned and
reinstalled about 100 feet north of its current location to a depth of about 27 feet.
The goal of evaluation monitoring is to assess the nature and extent of the release from the ponds and
provide information necessary to implement any corrective actions at the site. This includes both
horizontal and vertical extent of the release. The proposed well locations and depths should be based on
expected contaminant migration. The rationale for the well locations however, was not provided in the
workplan.
Based on our 28 October 1998 phone conversation, I understand that the monitoring wells proposed at
locations due north and due west of the ponds are intended to determine the northern and western extent
of the plume. While these new wells are not necessarily downgradient of the ponds, they will serve to
bound the northern and western margins of the plume. The well proposed northwest of the ponds is
intended to determine the length of the plume in conjunction with MW-1 near the ponds and the
proposed MW-6 well.
My remaining concern is the proposed depths and lengths of the well screens. The workplan calls for 20
foot well screens installed at 15 feet and extending to 35 feet below ground surface.
California Environmental Protection Agency
d Recycled Paper
