Box 8025 <br /> Pleasanton, CA 94588-8625 <br /> APPROVAL OF PROPOSED GROUND WATER MONITORING PROGRAM, SPRECKELS SUGAR MANTECA <br /> FACILITY, SAN JOAQUIN COUNTY <br /> We have reviewed and hereby approve the Spreckels Manteca Facility ground <br /> water monitoring workplan prepared by K. D. Schmidt and the modifications of <br /> the well locations you submitted on 31 July 1992. The workplan proposes that <br /> one background monitoring well and four shallow monitoring wells be installed <br /> around the main waste and lime surface impoundments. The Manteca Facility <br /> currently does not have a ground water monitoring program. <br /> The workplan proposes to analyze the following: major cations, carbonate and <br /> bicarbonate, sulfate, chloride, total dissolved solids, total organic carbon, <br /> ammonia, boron, and trace metals. We request lead and a cation-anion balance <br /> account be added to the list of parameters. <br /> We will be updating the waste discharge requirements for the Manteca Facility. <br /> The results of the initial round of water quality sampling will provide <br /> information regarding future operations and containment criteria for the waste <br /> water and spent lime waste management units. <br /> Please inform us when the monitoring well drilling date has been set.
