WASTE DISCHARGE REQUIREMENTS <br /> AMSTAR CORPORATION, SPRECKELS SUGAR DIVISION <br /> MA14TECA FACTORY, SAN JOAQUIN COUNTY <br /> D. Provisions: <br /> 1. The discharger may be required to submit technical reports as <br /> directed by the Executive Officer. <br /> 2. Amstar Corporation, shall comply with the following time schedule <br /> to assure compliance with Effluent Limitations B.4, B.5, and C.l of <br /> this Order: <br /> IT IS HEREBY ORDERED, that Resolutions No. 54-24 and. No. 61-83, be rescinded and <br /> Amstar Corporation, Spreckels Sugar Division Manteca Factory shall comply with the <br /> following: <br /> A. Discharge Prohibitions: <br /> 1. The direct discharge of wastes to surface waters or surface water <br /> drainage courses is prohibited. <br /> 2. The discharge of runoff from lands irrigated with wastewater to surface <br /> waters or surface water drainage courses is prohibited. <br /> B. Discharge Specifications: <br /> 1. The discharge shall not cause a pollution or nuisance as defined by the <br /> California Water Code. <br /> 2. The discharge shall not cause degradation of any water supply. <br /> 3. The discharge shall remain within the designated disposal area at all <br /> times. <br /> 4. The dissolved oxygen content of waste ponds shall not be less than <br /> 1.0 mg/l for 16 hours in any 24 hour period. <br /> 5. The primary waste pond shall be excluded from compliance with Discharge <br /> Specification B-4. However, it must comply with Discharge Specifica- <br /> tion B.1. <br /> 6. Good irrigation management shall be practiced to prevent the ponding <br /> of wastewater <br /> C. Solid Waste Disposal: <br /> 1. Disposal of solid wastes associated with the processing of sugar beets, <br /> or accumulated during wastewater treatment shall not cause a pollution <br /> nor nuisance as defined by the California Water Code. <br /> 2 - <br />
