1 <br /> CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> 3443 Routier Road, Suite A,Sacramento,California 95827 <br /> PUBLIC HEARING <br /> concerning <br /> REVISED WASTE DISCHARGE REQUIREMENTS <br /> For <br /> AKF DEVLEOPMENT LLC <br /> For <br /> POST-CLOSURE OF <br /> FORMER SPRECKELS COMPANY MANTECA SUGAR PLANT LIME PONDS <br /> SAN JOAQUIN COUNTY <br /> The former Spreckels Manteca Sugar Plant site is currently owned and being redeveloped by <br /> AKF Development LLC. Lime ponds containing designated lime waste and associated <br /> groundwater contamination remain from operation of the sugar plant. Waste Discharge <br /> Requirements (WDRs)were adopted in 1997 by the Regional Board to require clean closure of <br /> the lime ponds as a corrective action for cleanup of the groundwater contamination. The <br /> discharger has complied with all requirements to close the lime ponds. These post-closure <br /> WDRs will continue groundwater monitoring to determine if the corrective actions are sufficient <br /> to achieve water quality goals. <br /> A formal public hearing concerning this matter will be held during the Regional Board meeting <br /> which is scheduled for: <br /> DATE: 30 or 31 January 2003 <br /> TIME: 9:00 AM. <br /> PLACE: 3443 Routier Road <br /> Sacramento CA <br /> The designated parties for this hearing are as follows: <br /> • Staff of Central Valley Regional Board <br /> • AKF Development LLC <br /> Only designated parties will have these rights: to call and examine witnesses; to introduce <br /> exhibits; to cross-examine opposing witnesses; to impeach any witness; and to rebut the evidence <br /> against him or her. All other persons wishing to testify or provide comments are interested <br /> persons and not designated parties. Such interested persons may request status as a designated <br /> party for purposes of this hearing by submitting such request in writing to the Board no later than <br /> 17 January 2003. The request must explain the basis for status as a designated party and in <br /> particular how the person is directly affected by the discharge. <br /> Persons wishing to comment on this noticed hearing item must submit testimony, evidence, <br /> and/or comments in writing to the Regional Board no later than 6 January 2003. Written <br /> testimony, evidence, or comments submitted after 6 January 2003 will not be accepted <br />
