WASTE DISCHARGE REQUIREMENTS ORDER NO. -2- <br /> AKF DEVELOPMENT LLC <br /> FORMER SPRECKELS SUGAR COMPANY MANTECA PLANT <br /> SAN JOAQUIN COUNTY <br /> groundwater flow variations which could preclude accurate determination of groundwater gradient and <br /> direction. <br /> WATER QUALITY PROTECTION STANDARD <br /> The Water Quality Protection Standard (Standard) shall consist of the following elements: <br /> 1. Constituents of Concern and Concentration Limits; <br /> 3. Monitoring Points (groundwater and surface water); <br /> 4. Point of Compliance; and <br /> 5. Compliance Period. <br /> Each of these is described as follows: <br /> 1. Constituents of Concern and Concentration Limits <br /> The Constituents of Concern are the monitor parameters listed in Table 1 above. <br /> The discharger submitted a Revised Proposed Water Quality Protection Standard on 28 February <br /> 2002. Groundwater Concentration Limits were calculated from historical data collected at MW- <br /> 5 (a background well using tolerance factors for a normal data population. These MRPs adopt <br /> the discharger's proposed Concentration Limits for all constituents except Chloride. Staff could <br /> not reproduce the proposed limit for Chloride of 718 mg/1 and calculated a revised limit of 242 <br /> mg/l from the same data set.
