INFORMATION SHEET <br /> ORDER NO. <br /> AKF DEVELOPMENT LLC. <br /> FORMER SPRECKELS SUGAR COMPANY MANTECA SUGAR PLANT LIME PONDS <br /> SAN JOAQUIN COUNTY <br /> The former Spreckels Sugar Company Manteca Sugar Plant is a former sugar manufacturing plant <br /> site owned by AKF Development LLC. The sugar manufacturing facilities have been <br /> decommissioned and the site is undergoing redevelopment. <br /> As part of the sugar manufacturing process,wastewater containing spent lime was discharged to <br /> unlined ponds. When the facility closed 348,900 cubic yards of spent lime remained on site in the <br /> ponds. Subsequent investigation determined that groundwater beneath the ponds was contaminated <br /> and the spent lime was classified as a designated waste. Previous Waste Discharge Requirements <br /> (WDRs) Order No. 97-204 required closure of the lime ponds as a corrective action to cleanup <br /> contaminated groundwater. <br /> The ponds have been closed by over excavating all the lime waste,backfilling and grading the pond <br /> area to shed water. The discharger has complied with the requirements for closure of the pond area. <br /> New WDRs are being considered to require continued groundwater monitoring to determine if the <br /> corrective actions are successful in achieving water quality goals. <br /> RDA <br />
