Mohr <br /> Executive Summary <br /> This report documents the mitigation plan that we presented to <br /> the Regional Water Quality Control Board on September 13 , 1988 . <br /> We also presented this plan to the City of Tracy, the San Joaquin <br /> Local Health District, and the San Joaquin Air Pollution Control <br /> District on September 21 . <br /> The main objective of the mitigation plan is to eliminate the <br /> nuisance of flowing oil to the residents . Chevron will meet this <br /> objective with our new bioventing technology. <br /> In our preliminary mitigation plan' we outlined five objectives : <br /> . Trees - Design a planter to protect tree roots from pos- <br /> sible oil contamination. <br /> . Oil Seeps - Install oil collection vaults at locations <br /> where liquid oil was seeping to the surface. <br /> . Liquids Pumping - Test liquids pumping as a means of <br /> removing liquid oil floating on the water table. <br /> . Bioventing - Test bioventing, which is a new technology, <br /> and compare it to liquids pumping. <br /> • Mitigation Plan - Develop a final mitigation plan. <br /> Trees <br /> We planted six trees in Alden Park with planters that protected <br /> the roots from any contact with oil. The trees did not grow as <br /> well as we had hoped. It appears that the trees are drowning due <br /> to poor drainage in the park area.
