ACTIVITIES <br /> This work plan describes the approach that will be used to <br /> accomplish the following tasks: <br /> o Install a soil venting field test unit and operate for five <br /> to ten weeks. <br /> o Plant trees in Alden Park. <br /> o Excavate active oil seeps and backfill in a manner that <br /> ensures the seeps will not return to the surface. <br /> o Report results of field test. <br /> GENERAL PROCEDURES <br /> This section describes general procedures that will be followed in <br /> all work done at the site. <br /> 1) Work at the site will begin no earlier than 7: 00 A.M. and <br /> continue no later than 7 : 00 P.M. All construction equipment will <br /> be stored overnight at a secure staging area (to be determined) . <br /> One possibile staging area is the City Public Works facility on <br /> Tracy Blvd. <br /> 2) Locations for all activities below grade (i.e. well drilling, <br /> excavations, etc. ) will be checked with the City of Tracy and <br /> Underground Services Alert (USA) before proceeding to ensure <br /> underground lines are not endangered. <br /> 3) All excavated material will be placed in buckets, on visqueen <br /> sheets, or immediately into trucks, depending on quantity. Material <br /> will be covered and immediately (same day) removed from the site by <br /> Chevron. Total excavated material for all activities is estimated <br /> to be between 40 and 50 cubic yards (3-4 trucks) . <br /> 4) After any excavation or soil sampling activity, equipment will <br /> be visually inspected for oil. If oil is present the equipment <br /> will be cleaned with steam or a detergent solution before it is <br /> used in a different activity. This will be done to prevent the <br /> transfer of oil. <br /> 5) All surfaces disturbed by excavations or other activities will <br /> be returned to their original state by sodding, repaving, or other <br /> appropriate measures. <br /> 6) Organic vapors are not detectable above grade at Tracy (Dames & <br /> Moore report) . However, all excavations and borings will be <br /> monitored for organic vapors to alert personnel of any unsafe <br /> conditions during these activities. Personnel must know and follow <br /> OSHA guidelines regarding the use of respiratory protection when <br /> warranted. If organic vapors greater than 200 ppm are found in the <br /> breathing zone, the RWQCB will be notified and air and oily dirt <br /> will be sampled. Hydrocarbon speciation tests will be run on the <br /> air sample and headspace of the oily dirt. The oil and grease <br /> content of the dirt will also be measured. <br /> 2 <br />
