APN 243-210-71 (10400 Yosemite <br /> Ave.)is located within the proposed right of way acquisition, and according to records provided by your staff,was at <br /> one time an operating service station with three underground storage tanks(USTs),that had been removed on April 3, <br /> 1986. On February 7 through 9,2001,Michael Robinson of Caltrans along with a contractor conducted a subsurface <br /> investigation within Caltrans right of way to assess any hydrocarbon contamination of the soil or groundwater. The <br /> report with the results of the investigation is included with this letter. <br /> A geophysical survey employing ground penetrating radar and electromagnetic induction techniques identified a <br /> magnetic anomaly within the existing Caltrans right of way with general dimensions expected of a UST. Two bore <br /> holes were drilled using direct push techniques to groundwater at approximately 27 feet. The first boring <br /> encountered hydrocarbons with a TPHd signature (EPA8015) at four feet at a concentration of 960mg/Kg. <br /> Organolead (DHS LUFT) was encountered at twenty six feet at a concentration of 14mg/Kg, however the <br /> concentration could not be confirmed by GC/MS for the organic fraction,though lead was confirmed(EPA6010) at <br /> 29 mg/Kg. The second boring encountered hydrocarbons with TPHmo (EPA8015)at four feet at a concentration of <br /> 53.7mg/Kg. The groundwater sample obtained was positive for TPHg at 0.083mg/L,though the laboratory noted that <br /> the sample was weathered; and for BTEX at 0.00086 mg/L, 0.00081 mg/L, 0.00099 mg/L, and 0.0018mg/L. All <br /> other samples were non-detect for hydrocarbons and BTEX. Although these concentrations do not surpass regulatory <br /> standards for soil and water(with the exception of the organolead), the magnetic anomaly was further investigated <br /> and determined to be a utility vault,buried beneath the pavement. <br /> Caltrans currently has a policy to not acquire property that has significant hazardous waste contamination. As we are <br /> looking to acquire a small portion of the property at APN 243-210-71 (10400 Yosemite Ave.), we are concerned <br /> about the contradiction between the results of our investigation and the previous work conducted when the USTs <br /> were removed. Of especial concern is the anomaly of how may tanks were present originally when the removal was <br /> conducted,records seem to indicate three,but only two are indicated in any sketch map. <br /> At present Caltrans is planning to conduct a site investigation for hydrocarbons upon APN 243-210-71. The current <br /> owner or trustee,Nick Masellis is refusing access to conduct this investigation. Caltrans may have to obtain a court <br /> order to conduct the investigation. Before we do so, we would like to consult with your office regarding this <br /> investigation and if fiuther investigation is merited.
