April 1, 2019
Jesse E Cooley Jr. Properties LP
PO Box 11612
Fresno, CA 93774
Dear Mr. Cooley:
Condor Earth (Condor) and Cascade Drilling (Cascade) has been retained by San Joaquin County General
Services (SJC) to conduct subsurface investigation at the SJC property located at 630 N. California Street,
Stockton, San Joaquin County, California. The property is located immediately south of your property
identified as 520 E. Park Street (640 N. California), currently occupied by Stockton Funeral Home.
Previous investigations have determined petroleum hydrocarbon constituents have impacted soil and
groundwater beneath the SJC property. The investigative work is required by the Central Valley Water
Quality Control Board (Central Valley Water Board). Based upon previous investigations, the Central
Valley Water Board has requested that SJC drill and sample one "step -out" boring at 520 E. Park Street to
confirm that groundwater contamination has not significantly migrated in that direction.
The scope of work pertaining to 520 E. Park Street would include drilling and sampling one soil boring in
the rear (south) parking area to a depth of approximately 25 feet. All work would be conducted under the
direct supervision of a California Professional Geologist. Cascade is a licensed drilling contractor (C57
#938110) and maintains appropriate liability insurance. Cascade will list Jesse E Cooley Jr. Properties LP
as additional insured on the policy. Accordingly, please sign where indicated below authorizing Condor
and Cascade to access your property to conduct the investigation as described.
If you have any questions, please call John Lane of Condor at 209-931-1061 office/209-743-7443 mobile.
Respectfully,
CONDOR EARTH
John P. Lane, PG #6795
Environmental Services Manager
AUTHORIZATION:
As the owner of the property located at 520 E. Park Street (APN 139-165-020) in Stockton, California, I
authorize Condor Earth and Cascade Drilling to access the property to drill and sample two soil borings as
part of an environmental site assessment of the adjacent property at 630 N. California Street. I understand
that all costs and fees will be the responsibility of San Joaquin County General Services, the owner of the
property in question.
Jesse E. Cooley Jr. Properties LP
C" % V q -m <P,
NAe/Title ff Sig t e/Date
