SAN J O A Q U I N Enviv amental Health Department <br /> AMENDED <br /> 2/26/2020 <br /> Large Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> HOLT OF CALIFORNIA 1 1521 W CHARTER WAY, STOCKTON February 13, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 103 CCR 66262.40(c) Failed to retain hazardous waste determination including waste analysis on site for 3 years. <br /> OBSERVATION:The waste soil generated from the two wash racks and the oily absorbent waste generated <br /> through out the facility is being disposed of as non-hazardous waste.According to disposal records on and before <br /> 3/20/2019 the wash rack soil and oily absorbent waste was disposed of as non-hazardous waste using profile <br /> 110907CA, which includes waste analysis WC-14-2 (see photos 0976-90, 0992-8, 1047-9). According to disposal <br /> records on and after 5/14/2019 the wash rack soil and oily absorbent waste is now disposed of as non-hazardous <br /> waste using profile PHLF-19-409 (IMG 1042-6). A waste analysis associated with the waste profile PHLF-19-409 <br /> was not available at the time of inspection. <br /> REGULATION GUIDANCE: A business operator shall keep records of any hazardous waste determinations made <br /> in accordance with Title 22 California Code of Regulations(CCR) section 66262.11 for at least three years from the <br /> date that the waste was last sent to an on-site or off-site treatment, storage, or disposal facility. The records may <br /> include Safety Data Sheets(SDS), waste test results or other hazardous waste determination documentation. <br /> CORRECTIVE ACTION: Assemble the hazardous waste determination documentation associated with profile <br /> PHLF-19-409 for the wash rack soil and oily absorbent waste, maintain on site and submit a copy to the San <br /> Joaquin County Environmental Health Department(EHD). <br /> If hazardous waste determination documentation is not available, immediately make a hazardous waste <br /> determination and begin managing the wash rack soil and oily absorbent waste as specified in Title 22 CCR. Use <br /> Safety Data Sheets (SDS), waste sampling and test results or other knowledge to support your hazardous waste <br /> determination. Waste testing must be done using methods specified in Title 22 CCR including sections <br /> 66261.20-24. Submit a statement and supporting documentation with your hazardous waste determination. <br /> Demonstrate current storage and labeling for wastes determined to be hazardous wastes.
