Introduction In accordance with Title 22 of the California Code of Regulations, Chapter 15, Article 10, Section 66265.192 (22 CCR §66265.192), Wood Environment& Infrastructure Solutions, Inc. (Wood) conducted an integrity assessment of the Holt of California waste antifreeze tank system associated with the Truck Division at 1521 W. Charter Way in Stockton, California. This written reassessment follows a prior assessment conducted by HDR in September of 20111. This reassessment addresses San Joaquin County Environmental Health Department (Department) Class II violations documented in a Large Quantity Hazardous Waste Generator Inspection Report conducted on February 13, 2020, and later amended on February 26, 2020. The Department indicated that the subject tank had not been reassessed by a Professional Engineer within the past five years. The regulation (22 CCR §66270.11(d)) requires Holt of California to have a written hazardous waste tank system integrity assessment performed by a qualified professional engineer(PE), registered in California. Purpose This document is the reassessment for the waste antifreeze storage tank system located behind the Truck Shop at the Stockton Facility located at 1521 W. Charter Way, in Stockton, California. This reassessment attests that the tank system has sufficient structural integrity; is acceptable for the transferring, storing, and treating of hazardous waste (used oil); and the tank and containment system are suitably designed to meet the requirements cited above (22 CCR§66265.192). An independent, qualified PE registered in California, certified the tank system integrity reassessment in accordance with 22 CCR§66270.11(d). Assessment Overview Wood conducted an integrity reassessment of the tank system which is used for the accumulation of waste antifreeze generated by the Truck Division. The waste antifreeze tank integrity reassessment consisted of the following elements: • Visual examination of the tank, ports, equipment connections, piping, valves, and ancillary features using the Steel Tank Institute (STI) SP001 monthly and annual inspection checklists as a means for prompting documentation. • Interviews with Holt personnel responsible for operating and maintaining the tank system. • A chemical compatibility review regarding the materials of construction and the storage of used oil. • A secondary containment system assessment regarding the capacity and condition for the containment of releases from the tank and ancillary equipment. • A review of available tank system design drawings and records. Tank System Identification • Tank Name/ Marking: 275-gallon waste antifreeze tank with Tank ID 1105326794 • Tank Age: Based on a review of prior reporting (HDR 2011), which included input from facility personnel and the manufacturer, and a review of construction drawings, the tank system was delivered to the site in September of 2011. • Tank Remaining Service Life: The estimated remaining service life of the tank system is at least 5 years. 1 HDR, 2011.
