Introduction <br /> In accordance with Title 22 of the California Code of Regulations, Chapter 15, Article 10, Section <br /> 66265.192 (22 CCR §66265.192), Wood Environment& Infrastructure Solutions, Inc. (Wood) conducted <br /> an integrity assessment of the Holt of California (Holt) used oil tank system located at 1521 W. Charter <br /> Way in Stockton, California. <br /> This written integrity assessment follows a prior assessment conducted by Amec Foster Wheeler <br /> Environment& Infrastructure, Inc. (now Wood) in August of 20151. The 2015 assessment was deemed <br /> incomplete by the San Joaquin County Environmental Health Department(Department), but deficiencies <br /> were not communicated with Holt. The Department recently conducted an inspection and generated a <br /> Large Quantity Hazardous Waste Generator Inspection Report (Report) on February 13, 2020 and later <br /> amended the Report on February 26, 2020. The Report documented repeat Class II violations to be <br /> addressed in the updated integrity assessment. Integrity assessments are valid for a maximum of five (5) <br /> years in accordance with 22 CCR §66265.192(h). The regulation (22 CCR §66270.11(d)) requires Holt to <br /> have a written hazardous waste tank system integrity assessment performed by a qualified, professional <br /> engineer(PE), registered in California. <br /> Purpose <br /> This document is the updated integrity assessment for the used oil storage tank system located in the 90- <br /> day hazardous waste accumulation area at the Stockton Facility located at 1521 W. Charter Way, in <br /> Stockton, California. <br /> This assessment attests that the tank system has sufficient structural integrity; is acceptable for the <br /> transferring, storing, and treating of hazardous waste (used oil); and the tank and containment system are <br /> suitably designed to meet the requirements cited above (22 CCR§66265.192). <br /> An independent, qualified, PE registered in California, certified the tank system integrity assessment in <br /> accordance with 22 CCR§66270.11(d). <br /> Assessment Overview <br /> Wood conducted an integrity assessment of the tank system which is used for the accumulation of used <br /> oil generated by the Earth Moving Division, Ag Service Division, and the Fleet Service Division. The used <br /> oil tank integrity assessment consisted of the following elements: <br /> • Visual examination of the tank, ports, equipment connections, piping, valves, and ancillary <br /> features using the Steel Tank Institute (STI) SP001 monthly and annual inspection checklists as a <br /> means for prompting documentation. <br /> • Interviews with Holt personnel responsible for operating and maintaining the tank system. <br /> • A chemical compatibility review regarding the materials of construction and the storage of used <br /> oil. <br /> • A secondary containment system assessment regarding the capacity and condition for the <br /> containment of releases from the tank and ancillary equipment. <br /> • A review of available tank system design drawings and records. <br /> Tank System Identification <br /> • Tank Name/ Marking: Tank No. 14, 1,000-gallon used oil tank with Underwriters Laboratories <br /> Inc. (UL) Control No. 410231 (located on UL plate) <br /> • Tank Age: Based on a review of prior reporting (Amec Foster Wheeler Environment& <br /> Infrastructure, Inc., 2015), which included input from facility personnel and the manufacturer, and <br /> 1 Amec Foster Wheeler Environment& Infrastructure, Inc. Tank and Secondary Containment <br /> Assessment Document prepared for Holt of California, Stockton, California, August 21, 2015. <br />
