SAN J O A Q U I N Environmental Health Department <br /> AMENDED <br /> 2/26/2020 <br /> Large Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> HOLT OF CALIFORNIA 1521 W CHARTER WAY, STOCKTON February 13, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 301 CCR 66265.31 Facility not maintained to minimize the release of a hazardous waste. <br /> OBSERVATION: <br /> 1. Metal shavings were observed on the ground and on the equipment located next to the bead blasting cabinet in <br /> the Main Shop (see photos IMG 0858-9) <br /> 2. A spill was observed beneath and around the Dyna Clean Parts Cleaning System located in the Truck Shop <br /> (IMG 0880). <br /> 3. Metal shavings were observed on the ground next to a brake lathe located in the Paint Shop in Building C, as <br /> indicated on the facility's site map (IMG 0939-40). <br /> REGULATION GUIDANCE: A hazardous waste generator must maintain and operate its facility to minimize the <br /> possibility of a fire, explosion, or any unplanned sudden or non-sudden release of hazardous waste or hazardous <br /> waste constituents to air, soil, or surface water which could threaten human health or the environment. <br /> CORRECTIVE ACTION: Immediately clean up the metal shavings, stop any leaks, and clean up the spill beneath <br /> the parts washer. Manage the waste according to Title 22 California Code of Regulations for hazardous waste. <br /> Submit a statement and supporting documentation to the San Joaquin County Environmental Health Department <br /> describing the storage and final disposition of the cleaned up waste. <br /> This is a repeat violation, Class 11. <br /> 403 CCR 66265.173 Failed to keep hazardous waste containers closed except when adding or removing hazardous <br /> waste. <br /> OBSERVATION:The following open hazardous waste storage containers were observed on-site: <br /> 1. A black bucket containing a used paper oil filter and standing oil, located in the Specialization Shop(see photos <br /> IMG 0817, 0819). <br /> 2. A 55-gallon hazardous waste drum containing waste sludge, oil, grease, degreaser, anti-rust, and solvent, <br /> located next to a large blue parts washer near the Specialization Shop. (IMG 0826-8). <br /> 3. A 55-gallon hazardous waste drum containing bead blast waste did not have its lid secured closed, located near <br /> the bead blast cabinet in the Main Shop(IMG 0851-84). <br /> 4.A 55-gallon hazardous waste drum containing used paper, plastic, and drained metal oil filters did not have its <br /> lid secured closed, located outside and east of the Truck Shop(IMG 0863-5). <br /> 5. Two 55-gallon hazardous waste drums containing non-metal filters, located in the 90-day Hazardous Waste <br /> (HW) Storage Area (located outside and east of Building C per the facility's site map) (IMG 0899-901). <br /> 6. A 55-gallon hazardous waste drum containing oily solids did not have its lid secured closed, located in the D&A <br /> Area per the facility's site map (IMG 0920-3). <br /> REGULATION GUIDANCE: A container holding hazardous waste shall always be closed during transfer and <br /> storage, except when it is necessary to add or remove waste. <br /> CORRECTIVE ACTION: Immediately close these containers and ensure all hazardous waste containers are <br /> closed when not adding or removing waste.
