SAN J O A Q U I N Environmental Health Department <br /> (_j l\A i AMENDED <br /> 2/26/2020 <br /> Large Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> HOLT OF CALIFORNIA 1 1521 W CHARTER WAY, STOCKTON February 13, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 507 CCR 66265.195 Failed to conduct daily inspections of hazardous waste tank system and maintain records onsite. <br /> OBSERVATION: The facility has hazardous waste tanks but does not have three years of complete daily tank <br /> inspection records. <br /> 1.The 2020 daily tank inspection records for the 1,000 gallon used oil tank were missing. <br /> 2.The 2017 through 2019 daily tank inspection records found for the 1,000 gallon used oil tank did not document <br /> the inspection of overfill/spill control equipment;the aboveground portions of the tank system; data gathered from <br /> monitoring equipment and leak-detection equipment; and the construction materials and the area immediately <br /> surrounding the externally accessible portion of the tank system including secondary containment structures(see <br /> photos IMG 1050-8). <br /> 3.Three years of complete daily tank inspection records for the two 275-gallon waste antifreeze tanks were <br /> missing. Note that the daily tank inspection records include a 500 gallon used antifreeze tank,which was not noted <br /> on-site at the time of inspection. <br /> REGULATION GUIDANCE: <br /> (a)The owner or operator shall inspect,where present,at least once each operating day: <br /> (1) overfill/spill control equipment(e.g.,waste-feed cutoff systems, bypass systems,and drainage systems)to <br /> ensure that it is in good working order; <br /> (2)the aboveground portions of the tank system, if any,to detect corrosion or releases of waste; <br /> (3) data gathered from monitoring equipment and leak-detection equipment, (e.g., pressure and temperature <br /> gauges, monitoring wells)to ensure that the tank system is being operated according to its design; <br /> (4)the construction materials and the area immediately surrounding the externally accessible portion of the tank <br /> system including secondary containment structures(e.g., dikes)to detect erosion or signs of releases of hazardous <br /> waste(e.g.,wet spots,dead vegetation); and <br /> (5)for uncovered tanks,the level of waste in the tank,to ensure compliance with section 66265.194(b)(3). <br /> (c)The owner or operator shall document in the operating record of the facility an inspection of those items in <br /> subsection (a)of this section. <br /> CORRECTIVE ACTION: Immediately start conducting and documenting complete and accurate daily hazardous <br /> waste tank inspections.
