SAN J O A Q U I N Environmental Health Department <br /> L «U iv i 'Y AMENDED <br /> 2/26/2020 <br /> Large Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> HOLT OF CALIFORNIA 1 1521 W CHARTER WAY, STOCKTON February 13, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS ll,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 512 CCR 66265.192(h) Failure to obtain a reassessment of a tank system within 5 years or as required. <br /> OBSERVATION: This facility has hazardous waste tanks which have not been reassessed by a Professional <br /> Engineer within the past five years. <br /> 1. The most recent tank assessment observed on-site for the 275-gallon waste antifreeze tank, for use by the EMD <br /> Field Service Shop, was completed on 3/6/2012 (see photo IMG 1040). <br /> 2. It is unclear if the document titled"Tank and Secondary Containment Assessment Document"observed on-site <br /> for the 275-gallon waste antifreeze tank, for use by the Truck Division/Shop, is the tank assessment or the"tank <br /> system installation and design certification documentation submitted in September 2011"as stated on the <br /> document(IMG 1039). <br /> REGULATION GUIDANCE: <br /> The assessment specified in subsection (k) of this section shall be obtained prior to placing a new tank system in <br /> service and shall be kept on file at the facility.This assessment shall be reviewed and certified by an independent, <br /> qualified, professional engineer, registered in California, in accordance with section 66270.11(d), attesting that the <br /> tank system has sufficient structural integrity and is acceptable for the transferring, storing and treating of <br /> hazardous waste.The assessment shall be valid for a maximum period of five(5)years or the remaining service life <br /> of the tank system, as stated in the engineer's assessment,whichever is less. <br /> CORRECTIVE ACTION: Have a qualified Professional Engineer prepare a tank reassessment for each tank. <br /> Provide a corrective action statement and supporting documentation to the San Joaquin County Environmental <br /> Health Department(EHD)within 30 days. Provide a complete copy of the tank reassessment documents for each <br /> tank,when available.Also, provide a copy of the 2011 or 2012 tank assessments for the two 275-gallon waste <br /> antifreeze tanks. <br /> This is a repeat violation, Class Il. <br /> 602 CCR 66262.34(e)(1)(B) Stored satellite accumulated waste on site longer than one year or 90 days after fill date. <br /> OBSERVATION: Satellite hazardous waste containers were observed stored on-site for too many days. The <br /> following containers were observed: <br /> 1. A blue 55-gallon hazardous waste drum of oily solids, marked with an accumulation start date of 1/2/2019 was <br /> observed in the D&A area, and has been stored on-site longer than one year(see photos IMG 0920-3). <br /> REGULATION GUIDANCE: Satellite accumulated waste shall not be stored on site for more than 90 days after the <br /> container was filled, or a total of one year,whichever comes first. <br /> CORRECTIVE ACTION: Immediately dispose of the hazardous waste in compliance with Title 22 California Code <br /> of Regulations.
