It is our understanding that your department has filed for concurrence for closure with the <br /> Central Valley Regional Water Quality Control Board (CVRWQCB). <br /> As you know, the former Spreckels Sugar Plant No. 2 was constructed in approximately 1916. <br /> The northern portion of the property was an orchard, which was used to buffer the factory <br /> complex from the community. A small home was located at the northern edge of the property, <br /> south of the extension of Cottage Road. The house was serviced by a septic tank and a <br /> leachfield. The shop building (associated with the house) had a bathroom that was serviced by <br /> another septic tank and leachfreld. Both buildings were serviced by an onsite water supply well. <br /> The shop building had an underground storage tank (UST) which was removed in the mid- <br /> 1980's. Although hydrocarbons were not detected in the samples at the time of removal, the <br /> laboratory detection limits did not meet PHS/EHD standards. ,Therefore, regulatory closure was <br /> not issued. <br /> i <br /> In December 1996, borings were advanced in the septic systems and former UST areas. <br /> Benzene, toluene, ethylbenzene, and total xylenes (BTEX), MTBE, and Total Petroleum <br /> Hydrocarbons as Referenced to Gasoline (TPH-G) was not detected in any of the soil samples <br /> analyzed from the former UST area, the former fuel dispenser area, and the former fuel pipeline <br /> area. However, 0.51 µg/L toluene (laboratory reporting limit was 0.50 µg/L) was detected in a <br /> 20-3978-03.W50/20181,839 Page I of 3 <br /> Copyright 1998,Kleinfelder,Inc.
