We reviewed our files and discussed the situation. The Health and Safety code <br /> Section 101480 allows responsible parties and local officers to enter into remedial action oversight if the local officer has <br /> adequate staff and the technical expertise. In order to give proper notification to the Central Valley Regional Water Quality <br /> Control Board (CVRWQCB)and Department of Toxic Substances Control on a proposed agreement for local agency <br /> remedial action oversight, assessment of soil and/or groundwater must be completed. Most of the work plans that were <br /> approved by Enivironmental Health staff in 1997 had a statement that the work was for assessment purposes only and the <br /> work was subject to (CVRWQCB) review and approval. I previously gave you the areas/reports that had been provided <br /> certification by our agency. Some of the investigations you performed were for contaminants that our agency has no <br /> technical expertise on such as those involving metals, solvents, pesticides and herbicides, so we would not enter into an <br /> agreement for those issues. I contacted Ross Atkinson at the CVRWQCB about these issues and he said oversight would <br /> be provided by the SLIC unit of CVRWQCB. I have left a message for Duncan Austin, the supervisor of the SLIC unit, to <br /> discuss their interest in these contaminants. <br /> You can submit a Site plan that identifies the different locations investigated with report numbers placed on the areas <br /> identified and any written correspondence from EHD that indicated we would provide oversight on those locations (that are <br /> locations that have not been furnished closure letters)for our consideration. <br /> Margaret <br /> 1 <br />
