KLEINFELDER <br /> 2 SITE SETTING <br /> 2.1. SITE LOCATION <br /> The Spreckels site is located in a portion of the Northern 1/2 of the Northeast 1/4 of <br /> Section 4, a portion of the Eastern 1/2 of the Southeast 1/4 of Section 4 and the <br /> Western 1/2 of Section 3 of Township 2 South, Range 7 East of the Mount Diablo <br /> Baseline and Meridian. According to the 1987 photorevised U.S. Geological Survey <br /> "Manteca, California, East", 7.5-Minute Topographic Quadrangle Map, the property has <br /> an elevation of approximately 40 feet above mean sea level. However, the topography <br /> of the site varies. According to a December 1996 topographic survey of the site by RLC <br /> Associates of Manteca (the basis of our attached site maps), the site has an elevation <br /> ranging from approximately 38 to 68 feet above mean sea level. <br /> The overall former Spreckels Sugar Plant No. 2 property includes approximately 362 <br /> acres of property within the City of Manteca (Plate 1). <br /> 2.2. CURRENT SITE USE AND VICINITY CHARACTERISTICS <br /> The project site is a former sugar beet processing plant with associated former cattle <br /> yards, orchards, and waste ponds. All surface structures other than the former office <br /> building have been razed. <br /> The property is being redeveloped as a 362 acre, mixed-use development called <br /> "Spreckels Park." Spreckels Avenue, now runs south and southwest from the <br /> intersection of Cottage Avenue and Yosemite Avenue to Moffat Boulevard near the <br /> current southwest corner of the property. Seven lots of commercial property covering <br /> 48.0 acres border the intersection of Yosemite Avenue and Spreckels Avenue and <br /> cover the current northeast corner of the property. Portions of that commercial <br /> development are developed. South of the commercial development, bordered by <br /> Spreckels Avenue on the west and Highway 99 on the east, nine lots of industrial <br /> property are proposed constituting a 180.8-acre industrial park. A large portion of the <br /> industrial park is complete. The area in the current northwest corner has been <br /> constructed as a 35.9-acre residential development, including an approximate 4.6 acre <br /> park/stormwater basin. The remaining area, bordered by the residential development <br /> and property boundary on the west and Spreckels Avenue on the east, is proposed for <br /> an office/business park consisting of seven lots on approximately 83.5-acres. The <br /> ' southernmost boundary of the office/business park would include another <br /> park/stormwater basin. <br /> The site is bounded to the north by Yosemite Avenue, to the south by California State <br /> Highway 120 Bypass, to the west by Powers Avenue and residential development and <br /> to the east by California State Highway 99.
