File No. 20-3978-01.W22
KLEINFELDER
February 6, 1997
Kleinfelder has recently completed a review of plans for the Manteca Spreckels Plant provided
to us by Spreckels Development Company. These plans were not available to us during the
Phase I ESA referenced previously because their location and/or existence were apparently
unknown. Review of Spreckels plan numbers 26774, 26775, and 20257 reveal two previously
unknown septic systems on site (refer to Plates 2 and 3). This proposal presents a cost estimate
and scope of work for evaluation of these two additional septic systems. Kleinfelder proposes
to advance 4 Hydropunch IITm borings (2 at each septic system location) in order to collect soil
and groundwater samples for analysis. The samples will be analyzed for diesel fuel, motor oil,
CAM 17 metals, volatile organic compounds and semi-volatile organic compounds.
SCOPE OF WORK
Drilling Permit and Workplan Submittal
Kleinfelder proposes to advance exploratory Hydropunch soil borings in the vicinity of the two
former septic tanks and associated leach fields. Kleinfelder will collect soil samples and
Hydropunch IITM water samples from the borings. The San Joaquin County Public Health
Services Department Environmental Health Division (PHS/EHD) requires a workplan and
boring permit application for exploratory soil borings drilled for site assessment purposes. The
proposed soil/Hydropunch [I' borings will require boring permits. Kleinfelder will also
prepare a health and safety plan for use in the field. The health and safety plan will be included
as part of the workplan.
Drilling of Borings and Soil Sample Collection
A total of 4 Hydropunch IITm soil borings will be drilled in the vicinity of the septic systems
(refer to Plate 2 and Plate 3).
Septic System t`Bgritg.
SeptLc T`atk Leaeh#"Lettl
Former Heater House 1 1
Adjacent to Waste Water Sump 1 I
Prior to advancing the borings, Kleinfelder will attempt to confirm the septic tank and
leachfield locations. It is anticipated that the septic tanks are buried at a depth of one to two
feet below grade. Kleinfelder will use a metal probe and/or magnetic locator and existing site
plans to locate the septic tanks. Kleinfelder will attempt to locate the leach fields by exposing
the ends of each septic tank to find the connection between the tank and the leach field piping.
The ends of the septic tanks will be exposed by excavating soil with a shovel. The anticipated
leach field locations are shown on Plates 2 and 3.
20-3978-01.W221207PIL048 Page 2 of 01997, Kleinfelder,Inc.
