RSA 9491-012 <br /> Dear Ms. Randolph; <br /> The Department of'Toxic Substances Control (DTSC) has received and reviewed <br /> the October 1997 report submitted to report findings of the five-year review and re- <br /> evaluation performed in accordance with the August 4, 1997 workplan and in accordance <br /> with requirements of the subject agreement. The report is well-written and conclusions <br /> are well-supported. Based on information collected, it appears site contaminants (lead and <br /> zinc) remain stabilized under the asphalt cap with no contaminant migration detected <br /> below the stabilized material or in groundwater, From conclusions made in the report and <br /> from visual observations made by DTSC personnel during a site visit, it appears there has <br /> been some deterioration of the cap and of a groundwater monitoring well. The combined <br /> effects of a wet winter and the frequent operation of a forklift and other heavy equipment <br /> have resulted in the deterioration-of portions of the cap and of one of the three <br /> groundwater monitoring wells (MW-3). <br /> To continue the current site operation, the asphalt cap will require replacement to <br /> improve its effectiveness and the groundwater monitoring well must either be repaired or <br /> properly decommissioned if no longer needed. MW-3 is likely broken and has been <br /> partially filled with surface mud/debris runoff and is therefore no longer functional and <br /> may be serving as a conduit for future contamination of groundwater. The site operator <br /> has informed DTSC that they would like to replace the asphalt cap with a more permanent <br /> concrete cap this summer. This repair work is to be done as a follow-up to the five-year <br /> review and re-evaluation. Please submit within two weeks from receipt of this letter a <br /> work plan and schedule for replacement of the cap and repair or decommissioning of the <br /> groundwater monitoring well(s). Enclosed are general guidelines for decommissioning of <br /> groundwater monitoring wells. Additional guidelines may be applicable or required by the <br /> County. <br />
