We are not aware that Colormetric <br /> Indicator Tubes are available for detection of metals. If they <br /> are available, include identifying information. <br /> 18 . Page 23 , Section 2 . 4 . The proposed community relations <br /> Program does not meet the State's Health and Safety Code <br /> requirements or the EPA's guidelines which the State of <br /> California has adopted for the purpose of developing community <br /> relations plans. <br /> The purpose of a community relations plan is to make a <br /> responsible attempt to establish a dialogue with the public to <br /> inform them about the site remediation process and clean-up plans <br /> and encourage public participation throughout the site clean-up <br /> process. <br /> Communication mechanisms such as informational public meetings, <br /> fact sheets, press releases, community workshops, briefings for <br /> local elected officials, information repositories, etc. , increase <br /> communication among all parties and avoid costly and <br /> time-consuming misunderstandings. With such a community <br /> relations program, the community is more likely to feel that <br /> their input has received serious consideration and makes a <br /> significant difference in the acceptability of the final remedy. <br /> While the community profile is referenced in Acme's proposed CRP, <br /> the purpose of the community profile is to use the information as <br /> a basis from which to develop a CRP. In other words, the <br /> information such as site history, current and potential community <br /> concerns and issues and other relevant information that is <br /> contained in the profile must be incorporated into the CRP. <br /> Further, any current new or additional information known by Acme <br /> Galvanizing should also be included. <br /> To assist you in developing a complete CRP, I have enclosed the <br /> State's guidance language, the EPA CRP Handbook on developing <br /> Community Relations Plans, and the Department's checklist which <br /> is used to evaluate proposed CRP'S. <br /> The timing of submittal of the CRP is mentioned in section 7. 0. <br /> The CRP must be submitted within forty-five from the date that <br /> the Workplan is approved, not with the draft RAP. <br />
