Tornatore of the Department's Alternative Technology <br /> Unit was asked to review Sections 2 . 5 and 4 . 0 of the Workplan . <br /> Some of his comments are included below. <br /> 29. Section 2 . 5. 6 a - Soil Sample Analysis. Although the <br /> methods indicated by the consultant will analyze the possible <br /> total metals contamination, there is no mention of soluble <br /> metals analyses. The consultant should be referred to Section <br /> 66700 of Title 22 (Waste Extraction Test) . It is particularly <br /> important the soluble metals be assessed since technologies such <br /> as chemical fixation only reduce soluble metal concentration, not <br /> total (except by dilution) . <br /> 30. Sections 4 .2 and 4 . 3 . 1. In addition to above-ground and in <br /> situ chemical fixation, consideration may be given to soil <br /> washing techniques. Alternative Technology is currently <br /> evaluating soil washing technology and may be doing a <br /> demonstration in the near future on removing metals from soils <br /> via this technology. If you wish further information you call <br /> Ron Lewis at (916) 322-6872 . <br /> Although I already touched on it above, it is important that the <br /> consultant and RP be aware that although chemical fixation may <br /> reduce the soluble levels of metals, it does nothing for the <br /> totals, except by dilution. Thus, the totals concentration of <br /> the treated soil must be considered and the post-treatment soil <br /> will have to be managed accordingly. <br /> 31. Section 4 . 5 Bench Testing. When possible, it is recommended <br /> that a DHS representative be present during bench testing. You <br /> should also request and have DHS approve test protocol prior to <br /> any bench test. ATS may be able to assist you in your bench test <br /> efforts. <br /> In conclusion, we would like to schedule an on-site meeting <br /> within two weeks from your receipt of these comments to discuss <br /> them and finalize the workplan.
