The report was prepared and
submitted by Lawrence & Associates.
As requested by Board staff, background groundwater concentrations were developed using
groundwater data collected from January 2002 through January 2006. Three aquifer zones
identified beneath the Fox River site were evaluated using data collected from upgradient
groundwater wells located in each specific aquifer zone. The aquifer zones identified from
shallow to deep are the semi-perched, the upper, and the intermediate. Fox River utilized well
data suggested by Board staff in a letter dated 19 May 2006 to develop background
groundwater concentrations. Specific wells utilized are listed below:
AQUIFER WELL ID
Semi-perched OB-10
OB-14
OB-16
OB-17
OB-21
OB-22
Upper TH-4
TH-5
TH-9
Intermediate TH-6
TH-9
Based on the concentrations of contaminants evaluated in groundwater, it appears water
quality of the semi-perched zone is responding to process changes within the paper mill and
that additional proposed process changes (i.e. lining ASB #2; cessation of flood irrigation of
California Environmental Protection Agency
CjRecycled Paper
