The <br /> ROWD proposes corrective actions to reduce the concentration of total dissolved solids (TDS) in <br /> groundwater at the Fox River(FR)mill. Currently,process wastewater is discharged to land for <br /> disposal by infiltration and evaporation. High TDS wastewater infiltrates through the soil column <br /> which contain excess salts precipitated by many years of evaporation. This is evident by stressed <br /> vegetation(i.e., redwood trees)planted in the evaporation fields. The continued discharge of process <br /> water flushes the contaminants to underlying groundwater as an on-going source. Furthermore, data <br /> show that TDS is not significantly decreasing in groundwater over time even though FR improved <br /> their plant processes in the past. The ROWD proposed to mitigate groundwater contamination by <br /> improving process wastewater quality and by lining process wastewater storage basin ASB-2. <br /> According to the ROWD, process wastewater quality will be improved to meet an effluent limitation <br /> for TDS of 850 mg/L. <br /> The water quality goal for TDS in groundwater at your facility is 450 mg/L,the maximum allowed by <br /> the Basin Plan. Fox River will be unable to reach that goal by discharging process wastewater to land <br /> with TDS concentrations in excess of that goal. Corrective actions proposed by the ROWDwill not <br /> achieve water quality goals at this site and are rejected. Please revise the ROWD proposing corrective <br /> actions that either contain process wastewater in a lined facility in compliance with CCR Title 27 or <br /> treat process wastewater to meet water quality goals prior to land discharge. Also, mitigation measures <br /> designed to reduce the source of TDS in soil should be considered.
